Master Contract Description:  To provide the best rates for classified recruitment and display advertising.  To be used on an as requested basis for the University System of Maryland. The contract is for a twelve-month period and automatically renews every year unless terminated by either party. A 30-day written notice is required to terminate.  This contract is open to the entire University System of Maryland.

Department Responsibility: You are reminded that it is the responsibility of the using Department to monitor releases made against the Master Contract for consistency with the items, prices and terms of the contract.  Only those items and/or services included under the scope of the contract are to be purchased using the Master Contract release process.  By issuing a release against a Master Contract, the person issuing the release certifies that sufficient authorized funds are available and, in accordance with Federal OMB Circular A 110, existing equipment has been screened and is not available for use.

Instructions for issuing a Master Contract Release: 

Use UM Visa Purchasing Card up to $5,000: The Washington Post is not currently set up to accept purchasing cards.  They are actively working to add this ability.  Once it is in place, this Master Order Summary will be updated accordingly.

Master Contract Release: Under this agreement with The Post, classified recruitment advertisements and invoices must be coordinated through a central point.  This central point for the College Park campus has been and will continue to be Ellen Marth (301-405-5679) in the Employment Office.  If a Department desires to place a classified recruitment advertisement, they need to submit material to Ellen by 12:00 Noon on Wednesday.  Submitted material needs to include:

1.      the publications in which the advertisement should appear

2. the dates the advertisement is requested to appear

3. the size of the requested advertisement (i.e. double column, etc.)

4. a keyword for advertisement placement within the classified section

5. a Department point of contact

6. an FRS account number to be charged,

7. a clean copy of the advertisement

8. for any exempt positions, an approved Search & Selection Plan.

Display advertisements will continue to be handled through individual departments.  The Washington Post requests that departments using SM forms to place orders for display advertising please have the SM form number available to provide to The Post at the time the advertisement is placed.  This will help to expedite orders through The Post's system.   Darlene McGiveron (202-334-4272) is the contact person at The Post responsible for placing display advertisements for the University of Maryland.  She will ensure that the University of Maryland receives the most advantageous display advertising rates.  Please contact Darlene directly to place display advertisements.

Note: If using federal funds for equipment with a unit cost over $5,000, FAX a copy of the Master Contract Release to Contract and Grant Accounting (301) 405-2736 for approval before placing the Master Contract Release with the vendor.
