Master Contract Description: This University of Maryland contract allows users to purchase all types of furniture directly from Maryland Correctional Enterprises (MCE) formerly State Use Industries and Maryland's prison industry program, without going through Procurement. Steps required for ordering furniture are identified in the instructions listed below. MCE accepts the Purchasing Card (purchases within delegated authority of up to $5,000) and Master Contract Release Forms (no dollar limit). The MCE Showrooms in the Physical Distribution Center located on campus and at the MCE Headquarters located in Jessup, MD offer first hand views of available furniture. A dedicated MCE representative as well as Procurement Specialists in Procurement and Supply are available for assistance. Why use MCE? Maryland Correctional Enterprises, as required by Maryland law, is our first and primary source of furniture. MCE provides quality products and services for use by government and non-profit agencies. The program has been shown to reduce recidivism, reduce the cost of incarceration and provide effective pre-release job training for inmates returning to society. MCE Mission Statement: The mission of Maryland Correctional Enterprises is to provide structured employment and training activities for offenders in order to improve employability upon release, to reduce prison idleness, to produce quality, saleable goods and services, and to be a financially self-supporting State agency. |

Department Responsibility: You are reminded that it is the responsibility of the using Department to monitor releases made against the Master Contract for consistency with the items, prices and terms of the contract. Only those items and/or services included under the scope of the contract are to be purchased using the Master Contract release process. By issuing a release against a Master Contract, the person issuing the release certifies that sufficient authorized funds are available and, in accordance with Federal OMB Circular A 110, existing equipment has been screened and is not available for use. Instructions for issuing a Master Contract Release: Use UM Visa Purchasing Card up to $5,000: Give the contract vendor the University’s Master Contract Number and your UM Visa Purchasing Card number. This will ensure proper contract pricing and terms and correct charges assigned to your department. The purchase will be included on your monthly Visa statement/Log. There is no other paperwork. Master Contract Release: Use this method when the when purchase exceeds $5,000. Obtain a Master Contract Release number in ELF. Give the contract vendor the University’s Master Contract Number and the Master Contract Release Number. This will ensure proper contract pricing and terms and correct charges assigned to your department. |

Available Products and Services: Catalogs, Showrooms, and Recently Completed UM Projects are available to campus. Catalogs are available in the MCE Showroom located in the Physical Distribution Center on Paint Branch Drive, or may be requested by contacting Ms. Kyle Saunders at the phone number or e-mail address noted above. The Showroom features a variety of furniture products to assist in decision making. Ms. Saunders is able for assistance in the Showroom. |

For additional furniture options, you are welcome to visit the Maryland Correctional Enterprises headquarters showroom located in Jessup, MD (only 20 minutes from campus just off I-95). Tours of recently completed University projects are also available. Please call Ms. Saunders at the phone number or e-mail address noted above for an appointment to view the MCE Showroom in Jessup or recently completed University projects. Design Services/Fees: MCE employs full time designers and design managers to help with room configuration and furniture placement. Design service fees apply only to specific product lines (Flexstation, Amberg, Systems XXI, Powerworks and Volition). The design service fee represents a fixed percentage applied to the value of the chosen product. Design service fees do not apply to all other remaining MCE product lines (i.e. seating, wood, etc) Instructions for purchasing furniture:
